The poverty and great beauty of Haiti, together. The tree is probably African tulip tree, which is lovely though invasive.

The tree is a Poinciana, Delonix regia, also called Flamboyant Tree. Both it and the African Tulip Tree are common around Brisbane, and yes, the tulip tree is now a declared weed here (and not nearly as attractive as the poinciana anyway).
